Disclosure of criminal records in Bulgaria is governed by Regulation No 8/26.02.2008 for the Functions and Organisation of the Activity of the Criminal Records Offices. The criminal record system for citizens of Bulgaria are kept in the Criminal Records Office located at every Regional Court in Bulgaria, and the Central Office of Criminal Records at the Ministry of Justice. There are two types of criminal records disclosed in Bulgaria; Conviction Status Certificate, and the Verification of Conviction Status. The Conviction Status Certificate contains personal information about the concerned individual (full name, personal identification number, date and place of birth, nationality, names of parents), details of all the convictions and the purpose of the Certificate. This Certificate is valid for 6 months from the date it was issued, and can only be applied for by the concerned individual, relative of individual, legal heir of the concerned individual, or a power of attorney. The Verification of Conviction Status contains personal information about the concerned individual (full name, personal identification number, date and place of birth, nationality, names of parents), details of all convictions, including whether rehabilitation was required, and information about all imposed administrative sanctions. There is no term of validity for this status; however, it can only be issued for an official purpose by governmental or law enforcement authorities. These records can be accessed through application to the Central Office of Criminal Records. The cost is approximately €2.60.
The Louisiana State Police, NCIC/LLETS Access Unit, pursuant to Federal Regulations, provides oversight to the informational exchange between the Louisiana Criminal Justice system users and their counterparts throughout the world. Two kinds of erasure exist in the Belgian system: The real erasure is the disappearance of the conviction, and applies only to police sentences (small fines and 8 days of imprisonment or less). Judicial Documentation Data can be requested firstly by the individual involved. Within four weeks, the individual can be told verbally of the information included in the Judicial Documentation. In Chile, citizens can request their own criminal records at the Civil Registrations office or the Registro Civil.[24] According to the Article 19 N°16 of the Constitution of Chile, an employer cannot discriminate based on anything else but personal capabilities to perform at the job offered.[25] One can eliminate one's criminal records by a voluntary checkup, providing your signature two years for first offenses, or five years for more. A person must be complaint of the requisites provided by the law No. 409.[26]
Since this is a premium service requiring a person to do work on your behalf, you should only request a court runner when you know the individual has a criminal record from a specific court or you strongly suspect they have a record and you want to confirm your suspicions. What people typically think of as background checks are performed by specialty consumer reporting agencies. Much like your credit report, federal law entitles you to access this information once a year. The Consumer Financial Protection Bureau (CFPB) recommends looking at your report before applying for a lease or insurance. Get a report if a job you’ve applied for asks for authorization so you can see if you’ve been a victim of identity theft. Looking at the report gives you the chance to spot errors and dispute them.

Some background check services argue that the list of associates in their reports provides a bigger picture of the individual’s credibility. The logic is that if a person’s associate list is filled with people who have criminal records, they are less credible than someone who’s associations are businessmen. However, it’s important to realize these lists are not an accurate representation of the quality of a person’s actual associations. Since these lists are computer generated, much of the context in the relationship is lost.
A felony conviction is not like a debt collection issue on a credit report. It’s a permanent mark on your record and appears on your record even after you die. And for good reason - felonies are considered the most serious criminal offenses a person can commit within society - murder, arson, fraud, armed robbery, sexual assault, etc. If you’ve been convicted of a felony, it means you either pleaded guilty to an egregious offense or you were found guilty through the justice system.   

We also considered how current the reports were. We saw a wide range in the results. Most had current addresses, though one of our subjects had moved recently, and the most recent address wasn’t in the reports – you can expect a small lag if there have been recent changes. Some of the lower scoring services had addresses our subjects hadn’t lived at for more than a decade.

There are several types of criminal record searches available to employers, some more accurate and up to date than others. These "third party" background checking agencies cannot guarantee the accuracy of their information, thus many of them have incomplete records or inaccurate records. The only way to conduct an accurate background check is to go directly through the state. Most times using the state of choice is much cheaper than using a "third party" agency. Many websites offer the "instant" background check, which will search a compilation of databases containing public information for a fee. These "instant" searches originate from a variety of sources, from statewide court and corrections records to law enforcement records which usually stem from county or metro law enforcement offices. There are also other database-type criminal searches, such as statewide repositories and the national crime file. A commonly used criminal search by employers who outsource is the county criminal search.
