All Hong Kong residents who plan to adopt children or travel/emigrate to another country can request for a Certificate of No Criminal Conviction—a document that is issued directly to the Consulate and/or government agencies and not to the requester.[53] Spent records do appear on such certificates with annotations that such records are spent according to Hong Kong law.[49]
After the Seychelles, the U.S has the highest per-capita incarceration rate in the world at 698 people incarcerated per 100,000 people. In 2013, 2,220,300 adults were incarcerated in county jails and state and federal prisons in the US according to the US Bureau of Justice Statistics (BJS). In addition to these 2 million inmates, a total of 4,751,400 adults were on parole or prohibition in 2013.

Criminal offences can be pardoned either by the Governor General of Canada, Parole Board of Canada or through an Order in Council by the federal government, as determined by the crime involved under the Criminal Records Act. Pardon has been renamed as record suspension under Bill C-10, otherwise known as the omnibus crime bill or by its formal name Safe Streets and Communities Act, introduced by the Conservative government in 2011.[20][21] The change officially came into force on March 13, 2012.[22] In 2017, two provincial superior courts struck down the retroactive nature of these changes as unconstitutional. As a result, pardons are currently being granted to residents of BC and Ontario who were convicted prior to 2012.[23]
In New Zealand, criminal records are administered by the Ministry of Justice. Under the Criminal Records (Clean Slate) Act 2004, records are automatically hidden from the public for less serious offences, if the individual has had no convictions for at least seven years and meets the other criteria of the act. An individual can request either their current (Clean Slate) or complete criminal record through the Ministry of Justice, or provide authorisation for a third party (e.g. employer) to view the current record. It is illegal, with some exceptions, for a third party to request a complete criminal record.[82]

While background screening and verification is well established in Australia and New Zealand,[12] it is in its infancy in Asia and regulations vary widely across the region.[13] Leading background screening companies in the region must navigate different regulatory frameworks and market leaders offer a full complement of services including financial probity, education, criminal background checking where legal, directorships.
The FBI’s CJIS Division will authenticate U.S. Department of Justice Order 556-73 fingerprint search results for international requests by placing the FBI seal and signature of a Division official on the results, if requested at the time of submission. Documents prepared in this manner may then be sent to the U.S. Department of State Authentications Office by the requestor to be authenticated, if necessary. Please be sure to indicate the country in which the document is to be used. The FBI procedure became effective January 25, 2010, and applies only to documents finalized after that date. Requests to authenticate previously processed results will not be accepted.
The AFIS system consists of over 100 livescan sites (booking facilities), and several Full Function Remote (FFR) sites that support the booking facilities. These FFR sites also provide law enforcement agencies with individual mugshots, mugshot lineups, and the ability to launch searches of unsolved latent prints against the State's tenprint fingerprint database.
Mandated by the Brady Bill, the National Instant Criminal Background Check System (NICS) is used by the FBI to screen potential firearms buyers. Citizens who are currently ineligible to own a firearm under current laws may have the opportunity to have their firearms rights restored. Eligibility largely depends on state laws. In addition to searching the NCIC databases, NICS maintains its own index to search for additional disqualifiers from gun ownership. Private companies are not allowed access to this system for background checks.

A chapter 7 bankruptcy is the most common among individuals, though businesses can file it as well. People file for this when their debt is unmanageable. It requires the court to make an evaluation of the debtor’s possessions and assets. The process starts by liquidating non-exempt property to repay as much of the debts as possible: second homes, secondary vehicles, stocks, bonds, available cash, valuable heirlooms and any other high-value possessions. If there is still unpaid debt, the person’s exempt property is liquidated to repay debt: household items, clothing, tools of a trade, personal vehicles.
Individuals and the self-employed cannot apply for a DBS check of their own criminal record, as they cannot ask an exempted question (a valid request for a person to reveal their full criminal history, including spent convictions) of themselves. Only organisations registered with the DBS can ask an exempted question and submit applications for criminal records checks. There are two types of registered organisation: a registered body, which is the employer; and an umbrella body, a registered body that processes criminal record checks for non-registered organisations who can ask the exempted question.
Background checks are often requested by employers on job candidates for employment screening, especially on candidates seeking a position that requires high security or a position of trust, such as in a school, courthouse, hospital, financial institution, airport, and government. These checks are traditionally administered by a government agency for a nominal fee, but can also be administered by private companies. Background checks can be expensive depending on the information requested. Results of a background check typically include past employment verification, credit history, and criminal history. The objective of background checks is to ensure the safety and security of the employees in the organisation. Peoples backgrounds can be something they are born into or born with for example being born into a religion or being born with a disability. They can also be developed over the course of someone's life that will affect them in the future[2]
